[Basically the problem is that the best source of Saint Paul streets & sidewalks news is the Highland Villager, a very fine and historical newspaper. This wouldn't be a problem, except that its not available online. You basically have to live in or frequent Saint Paul to read it. That's why I'm reading the Highland Villager so that you don't have to. Until this newspaper goes online, sidewalk information must be set free.]

Headline: Passions run high over plan to rein in student rentals; Landlords, homeowners spar over property rights and responsibilities
Reporter: Jane McClure
Short short version: Article on a community meeting / open house to discuss the moratorium on student rental housing near the University of St Thomas. The city is proposing a temporary ban on new student housing and rental conversions in the area surrounding the University. The 10/25 meeting attracted 70+ [irate] homeowners and [defensive] landlords, and “grew heated” with the two sides “shouting each other down.” Best quotes: “I’ve had kids jumping out of the windows. It’s a free for all.” “You don’t live in the neighborhood. You don’t know what its like!” Includes quote from CM Stark: “In no way is the moratorium meant to demonize students.” Article includes lots of discussion about property values, a history of moratorium debate, and some context about similar regulations in other college towns.

Headline: Council scrambles for the funds to restore police, fire, library cuts
Reporter: Jane McClure
Short short version: the St Paul city council is trying to find money to undo some of the $1.1M in budget cuts, particularly to the police and fire budgets, particularly to their motorcycle division and rescue squad (respectively). They might find extra money in the “sewer utility reserve fund” or the “Neighborhood and Cultural Sales Tax Revitalization (STAR) funds.” [This sounds like a terrible set of choices. STAR funds are important, and sewers are also important. -Ed.]

Short short version: Contrasting op-ed columns about the student rental issue. Clemmer calls for a careful study. Headline: Cupcake seeks parking variance for new Grand restaurant; Seven-space shortfall is too large, city staff says
Reporter: Jane McClure
Short short version: The new Cupcake bakery location on Grand Avenue will have to find more parking spaces somehow. According to the owner, the bakery is being severely impacted by LRT construction, and needs to open a new location. However, the owner was unaware of St Paul’s parking minimum requirements, and the city and the local community group are both recommending the need for 6 new spaces in addition to the 5 currently available in front of the new Cupcake location. Article includes quotes from neighborhood planners about the importance of parking. [Well, I am pretty opposed to parking requirements in general. There should be a shortage of parking. Again, Donald Shoup has good work on this. The inclusion of the story of Cupcake, whose frosting sensibilities make it perfect for the Grand & Victoria area, is particularly tragic. -Ed]

Re: Griggs St - is this the type of bike blvd with occasional signs recommending not hitting cyclists with your car, or is it the type with actual traffic calming?
not sure, but if they put a traffic diverter anywhere in st paul i will eat my left shoelace.
the debate right now is whether or not Griggs will have "mini traffic circles"
see this:

There is one in St Paul right now in Merriam Park I think. I think they're great but it embarrasses me when they're installed but stop signs left up, as will happen in South Minneapolis:

That sort of thing is what makes bigtime East Coast dance theater directors move back to NY after only 10 months.
